Who each is for

CoCounsel Legal. Thomson Reuters says it reasons from Westlaw content, Practical Law guidance (which it says covers over 100 jurisdictions) and the firm's own documents, and shows its reasoning for inspection. It's the stronger fit for teams already in the Thomson Reuters ecosystem. See our CoCounsel profile and CoCounsel pricing page.

Legora. The page describes Legora as an agentic operating system: an Agent that plans, executes, reviews and delivers, Monitors that scan regulation, and Lists and Portal for organizing and delivering work. The page doesn't say which legal content its Legal Research draws on. Our Legora profile and Harvey vs Legora page add background.

Where they overlap. Both offer tabular document review, drafting and Word integration. The difference to test is the research layer: a named Westlaw and Practical Law base versus a platform that doesn't name its sources on the page. See also CoCounsel alternatives and CoCounsel vs vLex Vincent AI.

Before you rely on this

  • Prices for either product, including whether CoCounsel Legal needs a separate Westlaw subscription: ask each vendor.
  • Security: Thomson Reuters says "SOC 2 and ISO 42001 certified"; Legora lists SOC 2 Type II, ISO 27001, ISO 42001, GDPR and HIPAA. Ask each for the reports.
  • CoCounsel's Forrester study figures are commissioned by Thomson Reuters; we repeat none of them.
  • Legora's customer-study percentages: the page cites a study of its own customers; we repeat none.
  • Which sources and jurisdictions Legora's research covers: the home page doesn't say, so ask.
  • Accuracy and citation reliability for both: test on your own questions.

How we'd test the two in a week

  1. Pick three closed matters in your jurisdiction and write down the answers you already know are right.
  2. Run the same research questions in each tool and check every citation against the primary source.
  3. Run one document-review task of at least 50 documents through each tool's tabular feature.
  4. Draft the same short memo or clause in each and compare to your own.
  5. Ask each for security documentation, data retention terms and a written quote.
